Pakistan to start crackdown against non-PTA mobile phones

(Web Desk) — The introduction of customs duties on mobile phones in Pakistan, along with elevated PTA registration fees, has triggered a surge in illicit activities, primarily involving IMEI tampering.

In response to increased taxes, especially on high-end mobile devices, individuals have turned to unauthorized means to cut costs. IMEI tampering entails manipulating the unique identification number of a device, often substituting it with the IMEI of a cheaper phone to evade taxes.

This unlawful practice has become widespread in local markets, with people utilizing IMEI numbers from Nokia keypad phones for premium devices such as Samsung. Authorities have identified a larger network involved in smuggling mobile phones into Pakistan through countries like the UAE. The combined impact of IMEI patching and smuggling has resulted in significant financial losses to the national exchequer, reaching billions of rupees.

Law enforcement agencies are escalating efforts to combat this illegal activity. Notably, proprietors of mobile shops and online platforms engaged in IMEI patching are likely to face legal consequences. Additionally, the Pakistani government is taking steps to block websites like cpidserver.com, which offer IMEI patching services, with the aim of curbing this practice at its source.

To gauge the financial implications for individuals, the Pakistan Telecommunication Authority (PTA) has introduced a Mobile Tax Calculator. The table below outlines the PTA registration fees based on the value of the mobile device:

Mobile Value PTA Registration Fee $1 to $30 Rs550 $31 to $100 Rs4,323 $101 to $200 Rs11,561 $201 to $350 Rs14,661 + 17% Sales Tax Ad Valorem $351 to $500 Rs23,420 + 17% Sales Tax Ad Valorem $501 and above Rs37,007 + 17% Sales Tax Ad Valorem These fees reflect the escalating costs associated with higher-value mobile devices, aiming to ensure compliance with customs duties and taxes. The government’s stringent measures and the PTA’s fee structure are part of a broader strategy to address the challenges posed by illegal practices and protect national revenue.
